Default Diesel grid heater control malfunctioning?

Noticed a couple of days ago that after my year 2000 is up to operating temperature when the engine is shut down for even just a few minutes that once restarted the grid heaters cycle on and off a time or two (or more).

Engine coolant temperature in the 190 range when shut down, not less than 170 when restarted. Outside temperatures in the high 40s or higher.

What device under the hood controls when the grid heaters are activated?

I'll get some additional data on conditions and post real soon now.
