Unhappy Power Outlets?

My 06 3500 has the power outlets turn off when the key is turned off. I read in the manual that this can be changed. I would like the power outlets to be HOT all the time, so phones etc can charge while the truck is turned off. Does anyone know how to do this?

I'm not sure how to change them, but 1/2 my plugs are switched, 1/2 are constant..
Driver side - Switched
Passenger side - constant
Console front - constant
Console rear - switched

I figured that might help that they might not all be the same.

I'm also interested in learning if they can be changed.

It was driving my wife nuts trying to get her phone charged. The manual said in order to change them go see the dealer ...well we know that will cost us. Jb
