Default Click ..Starter will not engage!! help!!

1997 Diesel 2500 cummings turbo pick up.
Am getting only click on start, plenty of battery power on both batteries.
Replaced starter getting same click.
Checked all cables, grounds, still nothing but click, fuel pump lever engages, but not starter.
Checked fuses, lights do not dim when key turn, just click.

Update:
I pulled NEW starter, bench tested and it failed.. purchased another NEW starter, and this one worked. Starter problem fixed.
Thank you to all those that posted..

Please help!!

Cable going to starter could be corroded at a spot where you cant see it (under the insulation). I had that problem on my Chevy truck once. Replaced the battery and starter and still had same problem. Replaced the positive cable to the starter and problem solved. Good luck.

Did you load test the batteries or just measure voltage?
