Got to be an answer.

I decided to change out all the visible vacuum lines inside my '96' 2500 5.9 diesel w/220K. All went well until removing the vacuum line to this part. It sits on top of the drivers side wheel cowling. Removing the clip clamp saw me break off the hard plastic connecter from the top of this part. It was removed from the wheel cowling, part #'s were offered up to a couple of chain parts stores with no results. One in particular called a Dodge dealer with the #'s and came back empty. After removing it, in transit to each parts store there was an oil substance that ran out of the hole where the vacuum line had been attached. I hope this pic is clear enough to finger out what I'm dealing with. Who knows?
