Default Dead pedal

I have a 2002 dodge diesel. When iam driving the engine will idle down to about 750 rpms and act as though it were in neutral. If I step on the accelerator nothing happens, if I step on it again everything comes back to normal. This problem has never happened while in cruise control. If I get off of the freeway and turn the cruise control off it seems to do it 2-3 times within a mile or so. I had taken the truck to a cummins mechanic and let him drive the truck for a week and just my luck the problem never occurred while he was driving it! Anyone here of this happening?
