Default 12v low idle/stall

dad has a 1994 12v cummins and after its last service its been slowly idling lower and lower till now its at around 350rpm at idle and if i dont keep it at 700rpm manualy it will stall out, if i stop to fast it stalls, if i dont two foot it(one on the gas/one on the brake) and if i goose it real quick it stalls as well? the only thing i can think would cause it is the motor is hurting for fuel but i dont know if its a fuel pump problem or maybe an injection pump problem or where else could cause it if it isnt a fuel problem. any insiht would help and if youve had this problem before what fixed it?

It's possible for the block mount lift pump to head south, get a fuel pressure gauge on it and see where you are. The newer trucks want about 18 psi, the older ones seem to be happier at 30.

I would lean toward the LP. Best get that checked before your burn out the Injection pump

changed the lp and still has the low idle condition. took it to the mechanic and he said theres a bolt to tighten on the throttle linkage to get the idle up. dose anyone know where thats at? he wasnt to specific on the location.
