Default No power on kickdown to pass: code P0148

I posted this in the 3rd gen forum but maybe this is a better place....I have a 2007 Dodge Ram 2500 4x4 with 5.9 CTD and 48RE trans~ 64K miles....out of warranty. On the freeway, I went to pass someone going about 70 and the transmission kicked down with no power to pass. The pedal seemed dead in that no matter if I pushed it down harder, there was no power increase. Then, the engine light came on with the P0148 code. I want to avoid the dealer if I can so any suggestions on where to start would be helpful. I'm going to change the fuel filter tonight to start, since it's been a bit since it's been changed.

Changed the fuel filter last night. Engine light is still on, but no power problems on the way to work. No fuel leaks as far as I can tell....seems to run fine when cool. When the truck has been ran for awhile (after I drove 175 miles and went to pass someone), that seems to be the time when it has the problem.
