The air filter was wet. Starter will not turn over. engine will not turn over when I turn the key on I here a series of clicks from what I guess is the fuel pump but not sure. I this something electrical or did I hydro lock it? I find it strange that I cannot even get the ignition to click and there was no water in oil pan. Of course I am not experienced in diesel engines so any help explained in lemons terms would be appreciated

if you sucked water inside the engine, you need to pull the injectors out completely (all 6) pull the fuel system relay, and crank the engine over to purge the water out of the cylinders.
then you need to change the oil because that last step will get water in the oil...
you then probably need to check and unclog the exhaust filter, make sure all electronics are dry. put injectors back in, hook the fuel system relay back up, and try to start it.

also if there is water in the engine: means you need to check the turbo, the intercooler, and the intake valley of the head for water and clean it all out...
sinking a modern diesel engine is a time consuming fix...
it's basically the same process as a flooded seadoo engine though...pull the spark plugs and crank it till all the water shoots out of the plug holes. pull the air filter and tip to let water out of the carbs, put it back together and it fires up...
same idea just with a diesel. empty water out of every place it can get into, and try to start it after...
