Default Block heaters and turbo leak

Well I screwed something up I think. The temps dropped down to the mid teens. My outlet I plug the truck into keeps tripping( it's a GFI) so I think somethings wrong with the heaters. Now from letting it run for 15mins a couple times and going on and driving it I have a leak somewhere. When the turbo kicks in on the interstate I get the high pitched whistle that leads me to believe it's from the turbo being so cold. Any help on checking my heaters is the first question. The other is common leak points at the turbo.

what engine? What's the year of the truck? Factory block heater or aftermarket?

I guess that info would help huh. '02. 5.9L cummins and the heaters are factory.

Well I checked the cord going to the heater and I have no continuity on one of the legs. I'm getting about 25 ohms resistance across the glow plug so I'm going to look that up. If it's correct I'll replace the cord and plug it in to get warm. I doubt that my whistling noise will go away on its own though. Whatever is leaking is already screwed probably.

aftermarket CAI? Have you had the truck awhile? I wonder if someone removed the silence ring. Or maybe has a crack in it.

I replaced the cord and the heater is fine. I also found a broken vacuum line. I bought the whole vacuum harness as a kit and will install it when it gets here. For now I Gorilla taped the old line back together. Gonna drive it and see if it holds or not.
