Default Boost on 03 mostly stock 5.9

Ok I have a question.
When I drive my truck and look at my boost gauge I notice that I only have boost when the truck is under load. When I'm in cruise at 65 MPH and 1800 RPM I only register 1 to 2 PSI boost. I have only ever seen 12 PSI out of the truck pulling a decent load up a hill. If I hammer it through the gears untill I get it to 6th and about 80 or so it still only shows 10 -12 PSI boost? not sure if I have a problem or not it has been this way since I put the boost gauge on. I do get decent mileage and power. I was reading an article that stated most 03-04's at 60 will run about 10-12 PSI boost?
Any comments or concerns?
Thanks

What kind of gauge do you have? Mechanical or electric, and where is it getting its source?

I have an Auto Meter Mechanical gauge. I tapped into the intake air horn about 6 inches before it meets the intake plenum. I did check for leaks by spraying a soap and water solution on the connections and found none. It has acted like this since the day I installed it so not sure if I even have a problem.
Thanks

Well you're not going to see much boost without a load, but I'd think you should be seeing more than 1-2 psi cruising at 60.
