belt squeal

so i put in a another alternator, and no luck
this thing is driving me insane
i tried belt dressing yesterday and noticed that when i dressed the belt both outside and in(grooves) it quit squealing but then it dried up and squealed again, then i also noticed that when i spray it the belt slides back on the fan pulley and quits squealing, but then when it dries up the belt slides forward some and again comes the squeal
i heard it could be misalignment, so i figured maybe my power steering pump can be the one misaligned cause it was the last thing i changed before it squealed again, and i noticed that my steering pump had a small oil leak real slow drip so im thinking maybe my belt is gettin oiled somehow or misalignment
man i have never had this many problems with a truck, never have i been stumped this way, being a mechanic for many years.
