Default 2004 Dodge 2500 diesel cooling fan

My fan on my 2004 Ram 2500 fails to work properly. As I understand the operation it should come on shortly after the motor starts and run for approximately five minutes, and as needed while driving. Currently none of that happens. When I'm sitting in traffic and the temp gets over 200 I have to turn on the a/c to get the fan on and cool the motor. The fan clutch is new from NAPA. I would like to solve this problem but I need a little guidance. Is there a relay involved if so where? is there a ground if so where? Any idea's are greatly appreciated. Sorry for long post just wanted to give as much information as possible.
