Default Warranty Service - Who Can?

My local Cummins Service Center that works on over-the-road and such ISC, ISL, ISX, etc. motors, tells me that they cannot do warranty work on the Cummins in my Dodge, as when the deal was cut with Dodge part of it was that Dodge had to do the warranty work. They have access to all the tech info, can get parts, and so on - but only do non-warranty work.
Has anybody else checked to see if the local Cummins folks can do any warranty work on their Ram? If so, am I getting the straight story?

you and they are right, there are only certian parts that can be obtained through DC, and when Cummins tries to supply these parts, even though they are the manufacturer, and notices the serial numbers match an engine that was sold to DC they cannot sell you the part, you have to go to DC for the part and pay 2x the price.

now, if you have a good working relationship with the local Cummins guys, they can get you anything you want
