Default 2000 RPM Max

Writing for a friend who has a 2001 CTD-Auto trans. His truck acts up at times by not allowing the throttle to go all the way down and limits the revs to 2000 RPM's. If he shuts off the truck and starts it real quick the problem goes away. He HAS replaced the ATPS ( automatic throttle position sensor) already, but it is happening again. Another poster said he went through 4 of them.
I saw another post that recommended checking the 2 oil pressure sensors. If one are bad they will not allow the engine to rev as a way of protecting the engine from low oil pressure. He is going to keep an eye on his oil pressure gauge as it fails in the case of a bad sending unit, I hear.
He has also replaced his lift pump not long ago.
Any other ideas or places/things to check???
