Well, its not entirely surprising. Federal excise tax law (fuel tax) has a provision for using small ammounts of "blended fuel" for personal use, that's why the Feds won't come after anyone unless they're selling it. States don't have any such provision in their laws and anyone running a fuel they didn't purchase is technically responsible for the tax. However, no state has any system in place for a private party to pay the tax, only systems to collect from distributors. It'll be interesting to see how this plays out.

One of the processor kit manufacturers had a real good write-up on it, but I can't find it now.
