I'm looking through my chilton and it says the IAC was used in 92' and later models. Apparently my TBI uses a ISC (Idle Speed Control Acuator.) which connects to my thottle body. Should I remove this and clean with carb cleaner in a similar way the other proceedure?

Well I broke down and bought a new ISC motor and now I'm stuck at the point of adjusting it. The Chilton says to disconnect the ECT wire before calibrating the idle screw, but I can't find the wire for the life of me. Says its on the intake manifold between the alternator and the AC compressor but I just don't see it. Is there another proceedure for adjusting the idle screw? I'll search the forum for awhile...

I don't think an ISC motor is going to solve the surging problem. They don't adjust fast enough to cause surging. I didn't notice the "89/88" in the subject line until just now, so sorry about throwing you in the wrong direction with my first post.
The first thing to check when there is surging on carbureted engines is the float level. Too high or too low and it will surge and nothing else you do will make it stop. So the float level is the very first thing you need to check.

I'm not sure my TBI has a float, does it? I could very well be wrong. I beleive I finally found the ECT sensor, but my manual lists it as Coolant Temperature Sender. Is this the same thing? It's on the opposite side of the alternator/AC compressor closer to the pedals. Thanks again!
