Hard to say.

Does it have spark at one of the plug wires?

Does the fuel pump run when you turn the key to the "on" position for three seconds?

Have you tried to switch the ASD relay with the AC relay?

Will it start once the weather clears up?

Cap, rotor, and/or spark plug wires. Do not use a cap and rotor with aluminum contacts, they fail early.

Default wet start fix

Had exactlythe same problem. Computer threw no trouble codes. Replaced ignition coil. Old coil had cracks in coating covering the laminated steel plate transformer core, and rust and moisture finds it's way in, shorting out the coil, but it works and tests fine when dry. Again, I replaced mine after trying everything else and then some, but a new coil fixed the problem. About 30 - 40 bucks, easy replacement job.
Good luck
