I found one for a 1990 B250 van. I'm fairly positive it's the same.

Nah this fuse diagram was not the one i have. mine is a giant rectangle block with space for at least 20 fuses tops. unless theres another fuse box that may help me but this giant inside the glove compartment must be it... i have no brake lights, headlights, reverse lights, reverse siren, park lights, tail lights but my signal lights work perfect.. and all fuses are good! witch why im going crazy here.

Have you checked for burnt fusible links?

yea fuses are good but i found some wire schematics that should help me fix this issue. i will trace out all the hot leads that power the fuse block. the culprit is probably a bad hot lead. there's about 4 large hot lines that power each row of fuses. when i hit a live 12+ line against one of the other dead lines it shorts. im an eletrician and htis is driving me nuts..lol only due to the wire harness all sealed up i can't see were every wire goes. but i will try what the factory schematics say.

Not the fuses, the fusible links. They're located up around the brake booster. Here is some information on them:
