I do have a dangling ground strap in the area of the blower, but I can't figure out where it was attached.

You have a bad speed resistor.
Connect the strap under one of the valve cover bolts.

can anyone tell me where my resistor is on my 2001 ram van 1500? i pulled out the glove box and did not see it and looked down on the blower moter thanks arty

It's under the hood, passenger side, mounted in that big black air box with the flat 4-wire connector going to it.

thanks yah i found it on my own one quick question why does the blower work still on high even though i unplug the resistor? thanks arty

The blower resistor pack only controls the lower three fan speeds. On high the fan relay allows full power to by pass the resistor pack and go straight to the motor.
