1997 2500 keeps stalling/hard start

It's was spot on with the engine off. It was 13.46 volts with the van on. I checked the TPS and it returned a 3.46 WOT a little low but closed it was .55. It started right up today and drove for about 14 miles without a problem. The crankshaft sensor tested for infinite ohms. so that was good too. Ignition coil was a little off on resistance on the connector but was within range coming off the tower. When I pushed the cig lighter in the battery gauge did drop but I also had air on high beams, hazards and radio on full blast. Hopefully tomorrow it starts.

Being a 97 I would also look for spark the next time it does not want to start. Other possible problems would be:
Bad ignition coil - check for spark at one of the plugs
Faulty ADS relay or Fuel pump relay - try swapping out those with the starter and AC relays

I would not look at the PCM until all other avenues have been checked and ruled out.

By any chance have you ck'ed the coolant temp sensor?

no. probably the one sensor I didn't think of checking.
