do i need to jack the van up to drop the fuel tank?
I do suggest jacking up and putting the rear axle on jack stands. It will make it much easier to get under the van to change the fuel pump.
How old is the gas that is in the tank? If less than 6 months then yes you can reuse it. If possible I recommend draining the tank, wiping the tank out with paper towels and once the new pump is in and the tank is ready to be refueled I would run the current fuel through a coffee filter in a funnel. This will help remove most junk that the fuel may still have floating around in it.

Even though this is an old post I'm going to answer for those that might need it. Yes you will have to raise the vehicle to get the tank out. (I have the 36 gallon one). The tank is taller than the van sits. I put mine on blocks that I drive up on. Next you will have to have little enough gas in it that it won't pour out when you pull the filler out. How much? I would say less than 7 or 8 gallons. gas weighs about 8 pounds per gallon the more you can get out the lighter everything is going to be. I use a siphon once I have the filler out to get most all of the rest out. The real trick is dis connecting the fuel line. It is held in with a cheap plastic clip that will most likely break. To complicate things the fuel line from the frame is not long enough to lower and be able to see it to remove the clip. So you have to feel your way to do this. Once the clip is out disconnect the electric lines and lower it down. I use a Harbor Freight transmission jack to do this. https://www.harborfreight.com/automo...ack-61232.html. The real problem is once you have broken the clip it is difficult to find a new one. I even struck out at the dealer. What I found was this. https://www.oreillyauto.com/shop/b/f...r/a4aa0c6efb45. Take the old clip and match it here. The ones I found said they were for ford but were identical to my old one. This procedure is also identical on my 94 Dodge Dakota. As said above once the pump is out and all of the gas is out clean the tank my reaching in the hole with a clean rag.
