Default A/C high pressure, need help

My 2001 Ram Van 3500 has high pressure in the low side of the A/C and it wont blow cool. Is there something in the system that would cause this? Is there an oriface? I dont have a service manual. Thanks

Do you actually see the compressor turning when the A/C is on?

The compressor was working off and on. I then took it to a shop to have the freon removed. Then I replaced the front expansion valve and refilled it with freon. Again I am still getting about 70 psi on the low side which is to high. I found out there is another expansion valve for the rear A/C. I think I will replace it also, unless anyone has any other ideas?

It should run continuous, not cycle on and off.
