Cool 1996 5.2 02 sensor code po132

I have replace both o2 sensors on my van has only two keeps showing code po132 I cleared codes with the right diagnostic tool and am lost now what else trips this code?? I have read book, sensor stuck on 1.0 never moves 2nd sensor to do so. the sensor behind the cat works fine engine is putting out good number even though first one not able to do job? I just replaced top of motor plenum pan gasket and clean carbon build up out. have not driven 100 miles since work was down. I am looking for short? or another sensor like map? should I just replace wiring harness to upstream sensor? pcm is also new 3000 miles or so. van not burning oil any longer. lost please help all advice is great any idea to help me fix my baby and get her registered. Can the injectors cause the code did not replace them.

Bad connections, broken or shorted wiring.

newer wiring harness had melted all old wires, any idea on map sensor malfunction, could that cause constant voltage of 1.0 to be at sensor???
