I regularly Adjust my timing back to 10 BTDC for smog tests and back upto 15/16 after passing on my '89.

The egr valve should move up about 4 mm with about a second delay behind the throttle rev on a warm engine. Get a flashlight and a mirror and look under the hat for movement. I don't think A fully stuck EGR valve will cause a no start, just a very lumpy erratic idle, and stalling while decellerating. They can be removed and cleaned.

The Hall effect sensor inside the distributor, also called the distributor pick up, tells the engine computer when it should fire the coil AND fire the injectors on this year with throttle body injection. These are usually an all or nothing sensor. if they fail it is not intermittant or just run poorly thing, but no start.

There is a ground cable going from the alternator(-) stud to the block somewhere. I always thought the case of the alternator was grounded and this cable was redundant but check it anyways.
