Default 1994 Dodge B250 Van Power Steering Problem

Can anyone point me in the right direction? Power steering on my 1994 B250 Van became really hard a couple of weeks ago. I've replaced the idler arms (which were bad) and the driver side tie rod (which was also bad). Still hard to steer. The pump is not leaking and the belt is not slipping. Any thoughts?

Could be the pump is not putting out enough pressure?

Yeah, it could be, but the mechanic that I consult tells me he's never seen one go bad that doesn't leak. His exact quote was, "If it doesn't leak it's not bad." The parts manuals I've looked at tell me that the vehicle has a powersteering filter someplace. I am now wondering if that's clogged up or if the steering gear is going.
