On 2001 3500 my windshield wipers work fine when turned on. But when then turned off the wipers will come to full stop anywhere from mid windshield to about 3 inches above where they should drop down. When in use the wipers have no problem with full range including where one would expect them to drop down to when off. Is there an adjustment to make or just faulty wiper motors?

After the wiper switch is turned off there is a switch inside the motor that keeps the power going until the wipers have reached their "parked" position, at which point a cam opens that switch. If this switch is not making contact then the issue you're having happens. You can open the motor and try to repair/clean the switch contacts or just replace the motor.
