Default 1986 B350 headlights won't work

Both front headlights stopped working together . So far: high beams work, replaced switch, got new lights, fuse is good, voltage reading is .06. High beam voltage was 11.something... any other ideas?? Thanks

The low side of the high/low beam switch could be faulty.

thanks for your reply. I replaced the whole switch. Also, the high beam switch is on the floor. They are separate switches and the high beams work. Am I understanding you correctly?

The power runs from the headlight switch to the high low switch, then to the headlamps. If the high low switch on the floor is only making contact on the high side, then the low beams will not come on. In other words, the power from the headlight switch goes to a common on the high low switch, then the high low switch has 2 outputs, one goes to the low beam and the other to the high beams. Each time you press the floor high low switch the headlights toggle from high to low and back again.
