Default HELP! 1997 B2500 Van no power to fuel pump

Ok so van was running great, parked. went to start it back up and it cranked but will not start, figured out that it was not getting fuel, removed fuel tank and installed new fuel pump, still nothing, tested power to fuses and relays all have power going to them, replaced crankshaft sensor, no change. I am stuck in big way, if i dont have this van running by monday Im gonna lose $3000 in work. somebody please tell me something good... I have been trouble shooting for 2 days already.

I forgot to say that the van will start and run with starting fluid in the throttle body, so yes it has spark, There is 100% no power going to the fuel pump, the fuel filter is built into the fuel pump so it has nothing to do with that either. There is just no power to the fuel pump, Im down to either a shorted wire or bad ecm. I dont know where else to look.

So I got a better test light and I have confirmed there is a hot wire at the fuel pump wiring harness, but the pump does not engage like it should.

When you turn on the ignition the pump is supposed to spin for 2 to 3 seconds then turn off until you start the van right? but it never does engage.

On my 1991 there are a number of grounds attached to the floor/frame on the passenger side just ahead of the tank. I would have a look at them and the rest of the grounds on the van. You could also try to test the old pump across the battery terminals to see if it works without the van harness involved. The pump should work if you have power and ground connected. The tank is plastic so you need to make sure you have a good ground through the wiring.

You mean that it doesn't spin for 2-3 seconds upon ignition turn on????

That is correct yes.
there is power to the pump, I have also jumped the asd relay and the fuel flow relay and the pump still will not spin for that couple seconds on turning the key. the tank is now empty, does it have a safety that prevents the pump from turning on if the tank is empty?
