Default Cruise control troubleshooting

My recently purchased 1994 Ram250 w/5,2L has cruise control but nothing happens when I push the on/off button. I am a neophyte when it comes to electrical troubleshooting so other than checking for a good fuse I don't know where to start. Any and all help greatly appreciated as I normally use cruise control (I also have a 2014 Ram 1500 Hemi) even when driving in town.

Switches get power from the PCM, modify the signal, and send it back. (pushing buttons just varies the resistance on the circuit.) You can test the switches, just unplug 'em, and check resistance across the pins. I am pretty sure it's just a five volt signal.... Could be a bad clockspring. Does the horn work?

Horn does work. Can I access the switches from the back of the steering wheel?

You can get the wiring, which is really all you need.
