Default Throttle Body Injection

I have a 1990 Dodge B350 with TBI and I just heard that with TBI if you let the vehicle sit for an hour or so the fuel pressure will bleed off in the fuel lines. Is this true? If I let my van sit for over an hour can I change my fuel filter without having to depressurize the system. Any help with this matter will be greatly appreciated! Thank you in advance!
