I am unable to locate lug to lower spare tire. I have looked under back bumper but to no avail. Any feedback would be greatly appreciated.

 

Crawl under the van, and you should be able to see the tube that the crank should insert into, to lower the spare.

 

Open the rear doors and you should see a hole above the back bumper. There might or might not be a plug covering the hole. Anyways, the jack crank rod goes in the hole to turn the wheel lowering mechanism.

I know this is a pickup truck video, but the operation is the same for the Vans. You can jump to about 1:55 to see what you need to see.

I've never seen a under mount spare on a Dodge full size van. The OP says it is a Dodge 2500 I am wondering if he is talking about a pickup? The gas tank is behind the axle on the vans, no spot for spare tire there.

 

My 1999 is under where he describes in the back and my gas tank behind the driver's seat. Alloro is correct.
