Angry castle nut torque settings

When I torque the upper ball joint castle nut to specs. (55 to 60 ft lbs.) The cotter pin hole is way beneath the castle nut. And if I loosen the nut to engage the cotter pin it is way too loose. Whats up?

Seems reasonable. You REALLY don't want those to come loose, or be sloppy.
