Sorry, I have been trying to figure this out forever now and came back with a ton of new info.
So at all the sensors I have 5.19v. I unplugged all the sensors to check for if one sensor is bypassing power. No change in volts. I even unplugged all the wires going into the transmission. We have gone through the wiring harness multiple times now. I cut the wire that goes directly into the pcm violet and white one, it shows 5.19v from the pcm, but what is confusing is the wire that goes to the pcm, still shows 5.19v I even unplugged the connection responsible for the secondary 5v system and it stayed at 5.19v. I am so lost how this all could be true.

There are two five volt supply coming from the PCM, though so far as I can tell, they don't meet anywhere. One is pretty much for engine sensors, the other is for trans sensors.....

That's another reason I am super lost haha I cut the violet and white one at the pcm head. Tested both sides and they both had 5.19 from the pcm out and from the van in. I am going to check again later today in case some crazy reason it was picking up left over voltage somehow...
