1995 B2500 Hood won’t open

There is tension at the latch release, but my hood will not open. Any ideas? My battery is dead and I can’t jump it.

Don't know if you can get to it on the Vans..... but, go in from underneath, should be able to see the arm the cable attaches to (maybe.....) just shove that over to release the hood.

im a dummy… I got it open. Won’t embarrass myself by telling you all how!
