HeyHo there, If you want to install factory seats these are OE parts you could get. RISER 55196048AC,$115;RISER SEAT#2 55196041AC,$110;BRACKET,55346403AD,$20;PLUG,408764 2,$2.00;NUT,6025021,NUT,$1.10ea.;STUD,6036130AA,$1 .35 ea.;
ESCUTCHEON,SEAT ANCHOR,$4.00ea.;BRACKET,SEAT ANCHOR,$4.35ea
Needless to say, this is gonna cost you some money. If your ram came as cargo option, then I would get the basic hardware to install the seats.
Use the part nmbers from the plug to the seat anchor.
The seats alone are mucho $$$$$ if you by them from the dealer, try J.C Whitney,or an auto wrecker,
My van is a 71 Tradesman B300 and I have been able to install seats from a caravan MY2004.The seat belts are usually attached to most factory
and aftermarket seats. The shoulder belts may be tricky.I would venture to say that the mounting points are there just that the panel (interior trim)
is covering them .
Hope this helps you.

Have you tried looking at a bone-yard for a passenger Ram Vam for seats?
I got a 12-passenger B2500. I'm looking for spare 3-point seat belts to replace the two outter 2-point lap belts.
Our B1500 is a conversion van. This could be an option for you too if you find a Ram Van conversion in a bone-yard. I think TRW made the belts for the conversion vans in Washington, MI.
You could try to order belts from the conversion company too. They would be cheaper in many instaces than the dealer.
For the seats themselves, the 3-point belts are part of the seat, while the 2-point lap belts are bolted to the floor and feed up through the seat.
About four months ago, a person posted in one of these forums of taking an 8-passenger B1500 and gutting it out to make a cargo Ram Van. The guy was in the carpet business. I posted about getting just the seat belts, but never got a reply in the forum or by PM.
As for the Dodge Caravan seat, that could be an option too. Just get the seat belts intregated into the bench seat. The older Caravans didn't have them that way.
black mamba is correct on the mounting. By Federal law, the monting threaded anchors should be in the vehicle's frame body. This would be for the 3-point belt arrangement. Some of the Ram Van cargo vans came as an option having a bench seat behind the front seats. So, I would believe the anchor thread plates are welded in there.

Here's Glaval's main website: http://www.glaval.com
Here's their parts website: http://www.cpcparts.com
They have a section there for seatbelts; both for conversion and the regular Dodge Ram Van bench seats.
