The receiver hitch actually bolts to a cross-member that is also support for the step bumper. I just bought a receiver off ebay from a Dodge dealer in Florida, it cost me about $80. As for the towing package, this is from Kelley Blue Book:

All Models Include Class IV Trailer Hitch Receiver, 7-Wire Harness, 700-cca Battery & H.D. Engine Cooling (Before 3-7-03).
2WD Models After 3-7-03 Include All Models Equipment Plus H.D. Engine Oil Cooler (w/EML 5.9L, EZA 5.7L or EVA 4.7L Engine w/Auto Trans.-DGO)

every truck comes with most of the hitch already installed, including 4-pt wiring....All you have to add is the actual receiver which is around $100.
