Default 94 1500 won't lock the front axle for 4X4

My 1994 Dodge Ram 1500 4X4 5.2 L quit locking the front axle. I had this problem 12 months ago and I replaced the actuator, it worked fine from there on out. Now it quit again. I checked the vaccum lines and they have suction and switch properly, I don't have a gauage to check how much, how much pressure should I feel? If I take it off and hook it up the fork moves correctly so I guess it doesn't have enough power to lock the axle?

So questions is?
Pressure or actuator?

I got a vaccumm tester and tested both sides. They switch properly and get 18" each. Is this enough?

you should get the posi-lok from summit. it will lock it everytime. and its $202 i believe. but then you wont have to worry about it again
