'95 5.2l 2500 Ram Van Getting Only 6.7 mpg In City: Normal?

Default '95 5.2l 2500 Ram Van Getting Only 6.7 mpg In City: Normal?

A 1995 2500 Ram Van with the 5.2L V8 that I recently bought gets only 6.7 miles to the gallon around town. Does that seem normal given the below particulars?

It is an extended van, it has a TommyGate 64 liftgate on the back that weighs about 450lbs, it has ladder racks with four ladders on top all the time (about 250 lbs and some air drag up there) and almost all driving is city stop-and-go.

However, the typical load in the van including driver and passenger is only about 800 pounds or a little less most of the time. Total added weight with ladders, liftgate passangers and interior load is about 1500 lbs. It does not have air conditioning. I just changed the oil and air filter.

I thought I ought to be getting at least 10mpg which would be a 50% improvement over what I am getting now. Any comments or ideas welcome.
