Is the starter putting a load on the circuit? If you turn on the headlites, how do the lites react, when you turn the key to start? If they stay bright, no reaction, there is an open circuit for your starter somewhere. Could be on the positive or ground side of the starter circuit. Your saying the starter and solenoid are new, correct?
Is there a field circuit, that goes from the solenoid into the starter body, that circuit should be hot, with the key turned to crank. If it isn't, you need to backtrack your testing.
