Default 1996 Stealth code P0125

New to this guys...have mercy. The car is a 1996 Dodge Stealth base model with SOHC. This is my step-son's car. The car over heated about a year ago. He took to shop near him, and they said he blew a head gasket. Pulled both heads, rebuilt them and installed a new timing belt, etc. About 6 months ago it overheated again. The shop had it for about 2 months. Couldn't figure out what the probelm was. Towed to my house. I pulled the radiator cap, of course it was empty. Poured about 2 cups of water in and it flowed right out the top tank on the radiator. I have replaced the radiator, thermostat and coolant temp sending unit. The check engine light came on after the radiator was installed code P0125. Now it runs well, but the rpms start at 1000 when first started and continue to climb to around 1700. Any ideas would be greatly appreciated.
