Does a 01 stealth R/T have a governer on it which would make the car stop gaining speed at like 100MPH? If it doesn't what would you say the max speed would be.

No, there is not a governor on any stealths to my knowledge. I remember seeing documentation that an ES model, which is the same as the RT minus the body kit, will hit 155 completely stock. I have hit 130 on a road course track straight away and had more to go...so no there is no governor.
