Is it coming from the front or the back? I hadthat problem with my rear drums and it seemed to be caused by the fact that the shoes were not greased where they contacted the wheel flange. This resulted in a horrendous high-pitched squeal at low speeds (coming to a stop). I realized that one of the oblong rubber plugs was missing and letting in debris and water which probably quickly dried out the grease. Once I lubed the shoes, it seemed to fix it.

i'm with t-boy. some, but not all, new pads come with a small packet of grease. this grease is to be put on the back (non-contact) side of the pads. while this will not stop the high freq vibe (that makes the noise), it sure sounds a lot better. if yours didn't come with any just use some HIGH temp anti-seize. hope this helps, let us know.
