Strange noises under my hood
Help....
I have a 99 Stratus (stock) that is making a weird rubbing sound when the car is cold. The sound is not like the typical drive belt or older fan belts. It is about 10 times louder than the wine of an alternator. The sound continues and increases as the rpm's increase. After driveng a few miles the sound goes away. I do have the Haynes manual and general knowledge of automotive repair, but I have no Idea on where to start the troubleshoting process. any assistance would be greatly appreciated.

Does it make noise while the car idles? Does the noise change when you rev the engine in either park or neutral? These answers will tell you if it is engine/engine accessory, or driveline.
I would first suspect one of your belt driven accessories: power steering, alternator, A/C compressor. If you can't listen closely to them individually, you could take them off one at a time and see if the noise changes. Do the alternator belt last.
