Default Interesting Smell

Alright here's the deal, everytime I run my engine just a little bit hard I get a funny smell. I checked under the hood to find a plastic casing starting to melt. I took off half of the casing. I want to say that it's my timing belt but I can't be sure. The belt is rubbing on the inside of the casing for sure but the other half SEEMS to be put in there different. BTW I drive a 2002 Stratus Sedan. The casing is on the passenger side of the engine. It looks like I need to take out the sprockets but if I took out the sprockets, I would have to time it again? I don't know. Can anyone help me diagnos my problem. I can take pictures later if need be.
