Still sounds like it's a small short in the voice coil. Only very expensive subs are easilly repairable, and would have come with directions on repair. It's not something that I would waste time on fixing, especially not knowing exactly why it is shorting out. It may be time to let the old ones rest and look at getting a new pair.
The tape repair won't last long at all, and from my experience with the Thunder 8000's, neither will the soldier. The heat generated is much more than your average soldier's melting point when they're cranking :-/
