Default '98 Stratus headlight issue?

I jsut recently went from a neon to the stratus for teh extra roominess.

I love it except for the lights. They dont seem to illuminate very far out but mostly up, down, and to the sides. They are brignt out to about 20 feet on the pavement, its bright out in the trees to either side, and most of the rest seems to go up. In a recent snowstorm I could barely see due to the ammount of light pointing up instead of ahead.

Basicly they seem to illuminate every direction except ahead.

I've tried adjusting them up and down using the bubble level built in but doesnt seem to help. I also adjusted them in using the side to side adjustment but that only helped a little.

Is this a common problem?

Did I explain it clearly?

Whats a good fix? Brighter bulbs? Some aftermarket lights?

The biggest and most common issue with the 1g (95-00) strats is that the plastic hazes over really badly. This ends up spreading the light OUT, and diffusing it so that it dosen't shine FORWARD.
There are aftermarket kits to "clean" the lights, but the best way i've seen to fix this, is to actually sand off the haze.
