Default 2000 Stratus 2.4 dohc idle issue

I'm working on a really rough idle and sometimes extended cranking problem when starting my 2000 Status. So far I have checked the plugs which all look fine. I did a fuel pressure test and that all seemed to be in the correct range. I hooked up a code scanner and I'm not getting any check engine codes. The intake temp sensor seems to be reading correctly.

The one thing I noticed that seemed odd, was the throttle position sensor shows 16% when the throttle is closed and only goes to 77% when full throttle. I did check at the throttle body and the actual butterfly itself is closed and going to full open. Just curious if anybody else has hooked up a code scanner just to see what is normal for the TPS range? Unfortunately, I don't have a benchmark from back when the car was idling fine to know if this has changed recently or not.

I know that on the Mitsubish 2.4l (SOHC) engines (mine), the TPS sits at ~13% fully closed, but *does* go up to nearly 100% at WOT. I'm not familiar with the specs of the DOHC though.
