Default 2001 Dodge Stratus heating problems

My wife has been having trouble with her car saying the car only blows warm air when it's moving. When she stops, it quits. I said she was crazy but unfortunately, she's right. Any ideas on what's going on? I've hear several different things and I'm not sure where to start.

Gee is the blower blowing? you turn on the fan switch to different positions (even sittling still) and what happens? any noise or airflow?

The blower seems to be running fine. Everything runs as it should its just that the air coming out is cold while sitting but warms up when running. If she stops at a light on the highway for example, it blows cool air until she takes back off.

make sure your coolant tank is full
