Default 99 Stratus Electrical Issues

Trying to help a family member fix their 99 4cyl Stratus. The car has some strange electrical issues- the wipers and horn will activate when they turn on the headlights. They have removed the fuse for the wipers as a temporary fix. Searching the forum it's seems as if the multi function switch might be a possible culprit. Anyone dealt with this issue and if so how did you fix?

Not sure if the switch will be the culprit here. The switch (both left and right arms, and flasher button) are one module, with 2 separate wire harnesses attached to the back. The horn is not part of this. I would look beyond at the wires going down the steering column. The clockspring (which has the horn and cruise control wires running through it) is a failure point on a lot of vehicles. Definitely sounds like some wires that the insulation is worn through and are now touching.
