No torque converter lock

Default No torque converter lock

I've looked through the threads to see if anyone else has had the same problem but could not find anything. Hopefully someone can help me out with this. I have a 99 Stratus with a 2.4 liter, automatic tranny. Everything works fine EXCEPT that the torque converter will go into lock up. I've changed the input and output sensors, fluid and filter. I have another torque converter I could swap in but hate to do it unless I know for sure it's the problem. Could it possibly be the transmission solenoid? Like I said the tranny works fine in all other gears. Shifts smooth and when it's suppose to, does not slip. Oh, I also ran the OBD codes and I'm getting P0700 (Transmission Control System Malfuction) and P0740 (Torque Converter Clutch Circuit Malfuction). Any help would be greatly appreciated.

Symptom:
P0740-TORQUE CONVERTER CLUTCH CONTROL CIRCUIT
When Monitored and Set Condition:
P0740-TORQUE CONVERTER CLUTCH CONTROL CIRCUIT
When Monitored: During Partial Electronically Modulated Converter Clutch (PEMCC)
operation.
Set Condition: The trans must be in PEMCC, input speed greater than 1750 rpm. The
TCC/L-R solenoid must achieve max duty cycle and NOT be able to pull the engine speed
within 60 rpm of input speed. The code sets after 3 attempts at less than 30 deg of throttle
angle.
POSSIBLE CAUSES
CHECKING SYMPTOMS AND POSSIBLE CAUSES
LOW BATTERY VOLTAGE CAUSING SYMPTOM
CODE P1784 ALSO PRESENT
NO PEMCC TO FEMCC TRANSITION DURING TIP IN
OIL PUMP BUSHING LOW PRESSURE
SOLENOID PACK ASSEMBLY L-R SOLENOID OPEN
VALVE BODY DEFECTIVE VALVE MECHANISM
